           via TO_CHAR or a string to a number via TO_NUMBER and has
           supplied an invalid number format model parameter.
*Action:   Consult your manual.

원인 : CHAR 형식이 아니고 NUMBER 형식으로 인식되어서

해결 : TO_CHAR 함수로 CHAR 형식으로 변경
